December, 2001 - Near-Shore outsourcing introduced at Internet World.

(ACT), has coined the phrase Near-Shore Outsourcing to represent their rapidly expanded operations in the Dominican Republic.

November, 2001 - ACT introduces Near-Shore Outsourcing.

According to ACT's EVP Brian Javeline, "while many firms have looked to the Far East to cut costs for developing new software, they have also run into many challenges in doing so. For example, everyone agrees that planning specifications usually do not cover every permutation for a business application. Clients realize that there is simply no way to beat direct verbal collaboration on a project as 'scope creep' and technical challenges arise. But verbal collaboration can be difficult when your partner is across the international dateline. Thus we encounter many project managers, who after working all day must continue to work through the night just to communicate with or direct their international partners".

Javeline continues, "The Latin American marketplace is strategic in both costs and distance. Using near-shore outsourcing, we can beat most other outsourcing firms in time and the actual costs to deliver the project. The Dominican Republic is in our time zone making it extremely easy to provide a true people-to-people atmosphere. However, even with telephone and email communication, there are times when it is simply better for the developers to meet with the client... A handshake can not be replaced by email."
